This is a common enough scene in the central Sierra Nevada foothills, in spring. That is not snow, it is just a bunch of White Popcorn Flower. These little flowers are common only in California.  Plagiobothrys nothofulvus (Forget-Me-Not family)     The yellow flowers are Fiddle Neck, also common in California.   Amsinckia intermedia  (Forget-Me-Not family)
